What actually changes
CSV and PDF are not the same picture in two wrappers.
The rows are laid out as a table with a header row, borders and repeating headers across pages, then written as PDF.
Worth knowing first
CSV has no column widths, so the table layout is invented at conversion time. A file with one long free-text column and eight short numeric ones will either wrap badly or run off the page unless the widths are set deliberately.

What if my data has more columns than fit?
Use landscape orientation, or accept that columns will be dropped or shrunk. There is no way to fit forty columns on a portrait page legibly.
Are the numbers formatted?
Only as they appear in the file. CSV carries no formatting information at all.
