What actually changes
DWG and PDF are not the same picture in two wrappers.
The drawing is plotted to a PDF page, keeping the geometry as vector so it stays sharp at any zoom and prints to scale.
Worth knowing first
A DWG holds model space and one or more paper space layouts, and they are not the same drawing. Converting the wrong one gives you an unframed, unscaled sheet with no title block. Plot styles matter too: without the CTB or STB file, every line comes out the same weight.

Will the drawing be to scale?
Only if you plot a layout that has a defined scale. Model space has no page size, so it has no scale until one is chosen.
What happens to external references?
Xrefs must be available at conversion time or their geometry is simply missing from the output.
Why is my text missing or wrong?
SHX fonts are not embedded in a DWG. If the font file is absent, the text substitutes or disappears.
