A WhatsApp voice note, a Telegram clip or a browser download is an .opus file and nothing on the machine will open it.
Opus audio is decoded and re-encoded as MP3. The file usually grows, because Opus is far more efficient than MP3 at the bitrates voice notes use.
Opus works internally at 48 kHz and is startlingly good at 24 to 32 kbps for speech. Encoding an MP3 at that same bitrate sounds much worse, so give the MP3 at least 64 kbps mono or the conversion audibly degrades a voice note.
It is the best low-bitrate speech codec available and it is royalty free, so voice notes stay tiny.
