A supplied PDF drawing has to be edited or measured in CAD software that reads DXF.
Vector paths in the PDF are converted into DXF entities on a small number of layers, giving geometry that CAD tools can snap to and modify.
PDF describes strokes and fills, not objects. A dimension that reads 2400 in the PDF is three separate lines and a text string, so the number does not update if you move the geometry. Every dimension has to be recreated as a real dimension object.
Usually as text entities, provided the PDF has a text layer rather than outlined type.
Exact to the coordinates in the PDF. Whether those coordinates are at the right scale is a separate question.
