What actually changes
PDF and EPUB are not the same picture in two wrappers.
The fixed page layout is discarded and the text is rebuilt as a reflowable HTML-based EPUB, so font size, margins and line length become the reader's choice rather than the author's.
Worth knowing first
This is the hardest direction in document conversion. A PDF has pages; an EPUB has a flow. Running headers, footers, page numbers and column breaks all end up inline as stray text unless they are stripped, and complex figures land in the wrong place relative to their captions.

Will it look as good as a real EPUB?
No. A publisher's EPUB was authored as structured text. This is reconstructed from a printed page and always needs cleanup.
What about a scanned PDF?
There is no text to reflow, so it must be OCRed first. Otherwise you get an EPUB of page images, which defeats the purpose.
Which converts better, PDF to EPUB or EPUB to PDF?
EPUB to PDF, by a wide margin. Going from flowing text to fixed pages only requires choosing a page size.
