What actually changes
CBR and PDF are not the same picture in two wrappers.
The RAR is unpacked and each image is placed on its own PDF page in filename order.
Worth knowing first
CBR archives are often built with solid compression, which means the whole archive has to be decompressed in sequence to reach any one file. That makes conversion of a large volume noticeably slower than the equivalent CBZ, even though the images are identical.

Why do comics use RAR at all?
The scene tooling of the era standardised on it, and solid compression gave slightly smaller archives.
Should I convert to CBZ instead?
If your reader supports it, yes. CBZ keeps the images as files and stays smaller than a PDF.
