A drawing exchanged as DXF has to be reviewed, printed or filed by someone without CAD.
The DXF entities are plotted onto a PDF page as vector geometry, which stays scalable and prints cleanly.
DXF has no single unit convention. The file records numbers, and whether they mean millimetres, inches or metres depends on a header variable that plenty of exporters set wrongly. A drawing that plots at 25.4 times the intended size is a units mismatch, not a conversion failure.
It is Autodesk's documented interchange format for the same data. DWG is the proprietary native one.
Dimension styles reference blocks and text styles that may not be present in an exported DXF.
