    What actually changes

    FLV and MP4 are not the same picture in two wrappers.

    Most FLV files already contain H.264 video and AAC audio, in which case the streams are copied into an MP4 container without re-encoding. Older ones carry Sorenson Spark or VP6 and have to be fully transcoded.

    Worth knowing first

    FLV from the Sorenson and VP6 era is usually 320 by 240 or similar. Converting cannot add detail, and upscaling it to 1080p just makes the softness larger. Keep the original resolution.

    Is FLV the same as F4V?

    No. F4V is Adobe's later MP4-based container, and it converts even more cleanly because it is already ISO base media.

    Can I still play FLV files at all?

    VLC and MPV will play them. Almost nothing else will, which is why converting is worth doing before the files are needed urgently.
