What actually changes
WMV and MP4 are not the same picture in two wrappers.
WMV video, normally WMV3 or VC-1, and WMA audio are decoded and re-encoded to H.264 and AAC in an MP4 container. This is a full transcode.
Worth knowing first
Some WMV files carry Windows Media DRM from the era when it was used for corporate training and rented media. Those cannot be converted at all, and the failure looks like a decoding error rather than a licensing one.

Microsoft stopped shipping Windows Media Components for QuickTime many years ago, and macOS has no built-in VC-1 decoder.
