What actually changes
JPG and ICO are not the same picture in two wrappers.
The JPEG is decoded, resampled to icon sizes and packed into an ICO container.
Worth knowing first
A JPEG has no transparency, so the icon arrives as a square tile with the JPEG's background baked in. On a dark taskbar or a dark browser tab that white square is very visible. Start from a PNG with a real alpha channel if you can.

Can I remove the white background during conversion?
Not reliably. Making white transparent also punches holes in every white area inside the logo, and JPEG's edge artefacts leave a grey fringe behind.
What is the minimum source size?
256 pixels square, so the largest icon slot can be filled without upscaling.
