A page full of JPEG photography is loading slowly and WEBP is the cheapest way to cut the payload without redesigning anything.
The JPEG is decoded and re-encoded with VP8 intra coding, which predicts blocks from their neighbours before transforming. At matched visual quality the WEBP is usually 25 to 35 percent smaller than the JPEG it replaces.
This is lossy to lossy, so a JPEG that was already saved at quality 60 will not get better. Convert from the highest quality original you still have rather than from the copy that has been through three CMS resizes.
Only for non-browser consumers. Browser support is universal now, so a picture element with a JPEG fallback is mostly there for email clients and scrapers.
At WEBP quality 80 against a good JPEG source, effectively none that shows on a screen. The compounding only becomes visible if the JPEG was already heavily compressed.
