    What actually changes

JPG and SVG are not the same picture in two wrappers.

The image is posterised into colour regions and each region is outlined as a path. The result scales infinitely, but it is a redrawing of the JPEG rather than a restoration of whatever the JPEG came from.

    Worth knowing first

JPEG artefacts trace as if they were real detail. The 8x8 blocking around edges becomes wobble in the vector outlines, so a JPEG traces measurably worse than a clean PNG of the same artwork.

    Questions

    JPG to SVG, answered

Can I vectorise a photo of a person?

You can, but the output is a stylised poster effect, not a usable photograph. Vector formats have no good way to describe continuous tone.

How do I get a better trace?

Start from the largest, cleanest version you have, and reduce the number of colours before tracing so the engine has fewer, cleaner boundaries to follow.
