    What actually changes

    ODT and PDF are not the same picture in two wrappers.

    The document is laid out and written as fixed PDF pages with fonts embedded, so it renders identically on machines that have never had LibreOffice installed.

    Worth knowing first

    ODT files often use fonts common on Linux, such as Liberation Serif or DejaVu, that are absent on Windows and macOS. Embedding solves it for the PDF, which is exactly why sending the PDF is safer than sending the ODT.

    Does it keep hyperlinks?

    Yes. Internal cross-references and external links both survive as PDF link annotations.

    Can I make a PDF/A for archiving?

    That is a separate export profile with stricter rules about fonts and colour. Ask for it explicitly if a records system requires it.
