What actually changes
OGA and MP3 are not the same picture in two wrappers.
The Vorbis, Opus or FLAC audio inside the Ogg container is decoded and re-encoded as MP3.
Worth knowing first
The .oga extension exists specifically to mean audio-only Ogg, but it does not tell you the codec. A .oga carrying FLAC is lossless, so converting it to MP3 discards real information, where one carrying Vorbis is already lossy.
