What actually changes
TXT and DOCX are not the same picture in two wrappers.
Line breaks are interpreted into paragraphs and written into a DOCX with a default style. From there the text is normal editable Word content.
Worth knowing first
Plain text does not distinguish a paragraph break from a wrapped line. Text that was hard-wrapped at 72 columns, which is common in exports and old email, becomes one Word paragraph per line, and reflowing it afterwards is a find and replace job.

Yes. A blank line is the only reliable structural signal plain text has.
Will markdown syntax become formatting?
No. Convert from MD rather than TXT if you want headings and lists interpreted.
