Paths, fills and text are translated into SVG elements that any modern vector editor can open and edit.
Corel effects have no SVG equivalent. Contours, blends, envelopes, mesh fills and PowerClips are either flattened into many static paths or rasterised into an embedded image, which quietly destroys the scalability the conversion was for.
If it was live text and the font maps to something available, yes. Text converted to curves in Corel stays as paths.
Open the SVG and look for embedded base64 image data. If it is there, something was rasterised.
