What actually changes
WEBP and AVIF are not the same picture in two wrappers.
WEBP's VP8 intra coding is replaced by AV1 intra coding, which has larger transforms and much better prediction. Expect another 20 to 30 percent off at matched quality, with alpha carried through.
Worth knowing first
You are stacking a third lossy generation if the WEBP itself came from a JPEG. The gain is real but smaller than the numbers in codec comparisons, which are measured from lossless originals.

Is the quality drop worth the saving?
Only if you encode at a matched quality target rather than a matched file size. Re-encoding a small WEBP into an even smaller AVIF compounds visible loss.
Does animated WEBP convert to animated AVIF?
AVIF does support image sequences, but support for animated AVIF in real software is thinner than for animated WEBP. Test before you switch.
